 The European Commission, the European Union's competition watchdog, ruled on Tuesday that Motorola Mobility broke EU competition rules by seeking an injunction against Apple on the basis of a smartphone patent. "The so-called smartphone patent wars should not occur at the expense of consumers," EU Competition Commissioner Joaquin Almunia said in a statement. The Commission ruled that it was abusive for Motorola to seek an injunction against Apple in Germany on the basis of a patent it had committed to license. Apple had agreed to buy a licence and pay royalties.

| The United States said it has removed the Philippines from its piracy watch list after two decades following significant reforms put in place by Manila, raising prospects for increased trade and investment between the two allies. The announcement, posted on the website of the Office of the U.S. Trade Representative (USTR) on April 28, came during the first state visit of U.S. President Barack Obama in the Philippines, the United States' oldest ally in the Asia-Pacific region. In its statement, the USTR said the Southeast Asian country, which had been consistently on the watch list since 1994 and was first listed in 1989, had undertaken in recent years "significant legislative and regulatory reforms" to protect and enforce intellectual property rights rules. |

 By David Chance SEOUL (Reuters) - President Park Geun-hye apologised on Tuesday to families of the 302 victims in a ferry capsize and pledged to revamp safety regulations, as an investigation proceeded into South Korea's worst maritime accident in 21 years. Investigations have centred on whether the sinking was caused by human error, if crew were responsible for the deaths, as many of them fled the ship and left the passengers on board, on whether the vessel was overloaded with cargo and on possible mechanical defects in the ship.

| A suicide bomber in a car killed at least two people and wounded two others at an army camp in Libya's eastern city of Benghazi on Tuesday, security and medical sources said. A source inside the special forces camp said the car had exploded at the gate.  Police are the "fists and daggers" in the fight against terrorism, China's President Xi Jinping said on a trip to the western Xinjiang region where authorities say members of a Muslim minority are waging a violent separatist campaign. Xi's tour, reported in state media late on Monday, was his first to the region since a ruling Communist Party conclave in November in which he ushered in a national security commission to combat foreign and domestic threats. "The Kashgar region is the front line in anti-terrorism and maintaining social stability," the official Xinhua news agency citied Xi as telling paramilitary police in the Silk Road city of Kashgar in western Xinjiang that has been at the centre of much of the unrest. "You must have the most effective means to deal with violent terrorists," Xi said at a police station where he was pictured inspecting a wall of various kinds of truncheons.
