Addressing FIFA delegates at the body's annual Congress in Switzerland, where members will later vote to decide the organisation's presidency, Blatter promised more transparency and urged members to remain unified. Blatter also sought to distance himself from the scandal, the biggest crisis FIFA has faced in its 111-year history.

"But we cannot go back in time, we are not prophets, we cannot say what would have happened," added Blatter, who did not elaborate on his comments. Russia was chosen as the host nation of the 2018 World Cup and Qatar for 2022 at a single vote in Zurich in 2010.

| Singaporean officials said on Friday they had arrested an alleged match-fixer as well as several co-conspirators following an investigation into football matches at the Southeast Asian Games. Singapore's Corrupt Practices Investigation Bureau (CPIB) did not name the people who were arrested but said they came from several nationalities. "The authorities added that some members from the Timor Leste SEA Games football team are also assisting them in investigations," the CPIB said in a statement. |

 Hong Kong lawmaker and democracy activist Leung Kwok-hung was denied entry to Malaysia on Friday, the second time this week the country has stopped a Hong Kong democracy activist from entering. Wong was denied entry on Tuesday, sparking concerns that Beijing may have put pressure on Kuala Lumpur. Leung and Wong both took part in pro-democracy protests in Hong Kong last year that shut down key parts of the city for 79 days to demand China allow full democracy in the former British colony that returned to Chinese rule in 1997.

The Kuwaiti was speaking on the eve of Friday's presidential election where, despite the crisis currently engulfing FIFA, Blatter is expected to see off the challenge of 39-year-old Jordanian Prince Ali Bin Al-Hussein. Sheikh Ahmad, elected to FIFA's executive committee last month at the Asian Football Confederation (AFC) congress, said the 79-year-old Swiss still had the support of the Asian bloc.

 Nike Inc said on Thursday that charging documents regarding the FIFA bribery scandal do not allege the company is engaged in criminal conduct. U.S. authorities said on Wednesday nine soccer officials and five sports media and promotions executives faced corruption charges involving more than $150 million in bribes. Swiss police arrested seven FIFA officials who are now awaiting extradition to the United States.
