| Texas "affluenza" teen taken into custody in Mexico, official says | |  By Marice Richter FORT WORTH, Texas (Reuters) - A Texas teen from a wealthy family, a fugitive after breaking his probation sentence for killing four people while driving drunk, has been taken into custody in Mexico, a law enforcement official said on Monday. Ethan Couch, 18, nicknamed the "affluenza" teen, was serving 10 years probation for intoxication manslaughter in the 2013 incident. Texas, to place the teen on the county's most wanted list and issue a warrant for his apprehension.

The ruling or fatwa has the force of law and appears to go beyond the Islamic State's previous known utterances on the subject, a leading Islamic State scholar said. It sheds new light on how the group is trying to reinterpret centuries-old teachings to justify the sexual slavery of women in the swaths of Syria and Iraq it controls.

| South Korea, Japan agree to irreversibly end 'comfort women' row | |  By Jack Kim and Ju-min Park SEOUL (Reuters) - South Korea and Japan reached a landmark agreement on Monday to resolve the issue of "comfort women", as those who were forced to work in Japan's wartime brothels were euphemistically known, an issue that has long plagued ties between the neighbours. The foreign ministers of the two countries said after a meeting in Seoul that the "comfort women" issue would be "finally and irreversibly resolved" if all conditions were met. South Korean President Park Geun-hye and Japanese Prime Minister Shinzo Abe pledged to take the opportunity to boost bilateral ties following the agreement, in which Japan made an apology and promised about one billion yen ($8.3 million) for a fund to help former "comfort women." The accord was welcomed by the United States, which has been keen for improved relations between its two major Asian allies in the face of an increasingly assertive China and an unpredictable North Korea.

The ads, which City Attorney Dennis Herrera said seemed to have been spray-painted at several locations, contain the words "Justin Bieber," "Purpose" and "#Nov13," presumably in reference to the album's November release date. "Our sidewalks in San Francisco are not canvasses for corporate advertising," Herrera said in a letter to executives at Def Jam Recordings and Universal Music Group, Bieber's record label and distribution company.

Iraqi forces flew the national flag above the main government complex in Ramadi earlier in the day, declaring they had recaptured the city, a provincial capital west of Baghdad, which fell to Islamic State in May. "2016 will be the year of the big and final victory, when Daesh's presence in Iraq will be terminated," Abadi said in a speech broadcast on state television, using an Arabic acronym for Islamic State that the hardline group rejects.

The SEC had alleged that Zhou, a web administrator for Chinese Web-based peer-to-peer lending platform Yooli.com, engaged in "highly suspicious" trading in the stocks of MedAssets Inc and Chindex International Inc. Both companies later announced private equity takeovers in deals where one of the bidders had been TPG, where Yooli.com Chief Executive Yannan Liu, Zhou's cousin, previously worked, the SEC said. |
