The "foreign policy" of the self-proclaimed Wa State is closely monitored by Beijing, senior officials in the administration run by the 30,000-strong United Wa State Army (UWSA) and its political wing said, with contact with Western governments, businesses or aid groups deemed particularly sensitive. Official known to Myanmar as "Special Region 2", the remote territory is the size of Belgium and home to 600,000 people.




Colombia Congress approves amnesty for thousands of FARC rebels

Colombia's Congress on Wednesday approved an amnesty law to protect thousands of demobilizing Marxist guerrilla fighters from prosecution for minor crimes committed during the country's 52-year war. The law, a key part of a peace deal signed last month between the government and the Revolutionary Armed Forces of Colombia (FARC) rebels, will not include fighters who have committed war crimes or human rights violations. It is the first in a series of laws tied to the deal that will be sped through congress in hopes of reassuring rebels who are beginning to move to special demobilization zones.

Both officials declined to specify what actions President Barack Obama has approved, but said targeted economic sanctions, indictments, leaking information to embarrass Russian officials or oligarchs, and restrictions on Russian diplomats in the United States are among steps that have been discussed. One example of an excessive step might be interfering with Russian internet messaging.

In Venezuela, lynchings kill one person every three days -report

By Andreina Aponte CARACAS (Reuters) - Roughly one person is being lynched in crisis-ridden Venezuela every three days as frustrated residents take revenge on suspected criminals, a monitoring group said on Wednesday. The Venezuelan Observatory of Violence (OVV), which monitors crime, said mob killings have become a generalized phenomenon across the country, with 126 deaths reported in 2016 versus 20 last year. "Due to being repeated victims of crime for more than a decade, and the feeling of not being protected, many people have decided to take justice into their own hands," the OVV said in its latest annual report.

The Islamic State militant group has claimed responsibility for the attack, which some critics say was made easier by Chancellor Angela Merkel's open-door migrant policy. Investigators found the mobile phone number of the 40-year-old Tunisian stored in the phone of Anis Amri, the man believed to have hijacked the truck filled with steel rods and ploughed it into crowds at a Christmas market in the capital on Monday last week.

In a complaint filed on Tuesday night in the U.S. District Court in Manhattan, Matthew Lombardo said he was forced to scrap performances of "Who's Holiday!" set to begin Off Broadway on Nov. 2 after Dr. Seuss Enterprises LP complained to the theater's owner, The Shubert Organization. Dr. Seuss Enterprises and its law firm did not immediately respond on Wednesday to requests for comment. Random House and Shubert are not defendants.




Explosion kills local official in northern Lebanon - NNA

BEIRUT (Reuters) - An explosion killed a local official in Lebanon's northern Bekaa Valley region on Wednesday, the National News Agency (NNA) said. The attack took place in the morning in the town of al-Ain, some 20 km (13 miles) west of the Lebanese-Syrian border, and killed the town's deputy mayor, NNA reported. A security source, who described it as an assassination, said a bomb exploded inside the local official's van, killing him and severely injuring his brother. Researcher found security holes at smartphone-only bank N26

N26, previously known as Number26, has expanded rapidly since it launched in early 2015 as a smartphone-only bank with no local branches, with the backing of major global investors including Silicon Valley's Peter Thiel.     Vincent Haupert, a research fellow and PhD student in the computer science department of the University of Erlangen-Nuernberg, told the Chaos Communications Congress in Hamburg how he and two colleagues found N26 security defences riddled with holes that could have been used to defraud thousands of users.     "They say you can open a bank account in just eight minutes," Haupert said.
