Militants kill three before voting in Kashmir

The execution-style attacks targeted two village council heads in the Anantnag district in the broad Kashmir valley to the south of Srinagar. The police and army launched a combined operation to find the militants blamed for the attacks, the most serious in Jammu and Kashmir, the only Muslim-majority state, of this election season. "Two village headmen are among three persons killed ahead of polls in South Kashmir's Anantnag constituency tonight," Deputy Superintendent of Police Pervaiz Ahmad told Reuters.




Delhi Police head constable assaulted

New Delhi, April 21 (IANS) A Delhi Police head constable posted in the crime branch was badly thrashed by two unidentified people over a petty issue, police said Monday. Head constable Mohan Lal, in his 40s, was attacked outside the gate of his colony in Rohini Sector 18 around 11 p.m. Sunday. After the accident, the head constable got down from his car and argued with the accused.


Woman ministry should intervene in 'honour killing' cases: Court

New Delhi, April 21 (IANS) A court here has asked the central women and child development ministry to intervene in the matter of "honour killing" so that medical and legal assistance, professional psychological counselling, shelter and other support is provided to the survivors. "It is cases ('honour killing') like these where the state intervention is necessitated. The ministry of women and child development is required to intervene for restorative justice so that the medical and legal assistance, professional psychological counselling, shelter and other support is provided to these victims who are survivors," said Additional Sessions Judge Kamini Lau. In the order delivered last week but only made available Monday, the court opined that young victims and survivors of "honour killings" are the state's responsibility and need to be rehabilitated.

"Village headman Mohammad Anwar Sheikh of Amlar Tral was killed at around 9 p.m. while in another village, Batgund Tral, a village headman and his son were shot dead by militants," he said.


Keflezighi wins Boston Marathon, first U.S. victor in decades

Keflezighi, who was born in Eritrea but is now a U.S. citizen, pulled ahead of a pack of elite African runners a little more than halfway into the race and held off a late challenge by Kenya's Wilson Chebet. Among the women, Kenya's Rita Jeptoo notched her second consecutive win of the race, smashing a 12-year course record with a blistering official time of two hours, 18 minutes and 57 seconds, reeling in American Shalane Flanagan, who had led the women for the first 20 miles of the 26.2-mile (42.2-km) race, setting a punishing pace. Keflezighi said he had been extra motivated to win after seeing the attack last year.




Finance ministry official's relative held for bribery

New Delhi, April 21 (IANS) The CBI Monday arrested the relative of a finance ministry official for accepting a bribe of Rs.5 lakh from a man in Chennai on his behalf, said an official. "It was alleged that the director deputed in central expenditure department at AGCR building in New Delhi had demanded an amount of Rs.35 lakh as a bribe for regularising the irregularities of a nursing college being run by the complainant at Chennai," said a CBI official. Paramasivan directed the complainant to pay the first instalment of Rs.5 lakh Monday to his brother-in-law at a designated place in Chennai, said the official, adding a trap was set and Sivaram arrested. Searches are being conducted at the offices and residences of Paramasivan at Delhi, Noida, Kanchipuram and other places near Tirunelveli in Tamil Nadu to arrest him.


Drone strikes alone won't stamp out al Qaeda in Yemen - analysts

By Mohamed Ghobari and Yara Bayoumy SANAA/DUBAI (Reuters) - An intense two days of air strikes on al Qaeda in Yemen may have killed or wounded some of its commanders, but drones alone are unlikely to eradicate the threat the group poses to Yemenis and the West. A weak central government, a rivalry-ridden and poorly equipped security force, endemic poverty and corruption have made Yemen the ideal haven of al Qaeda in the Arabian Peninsula (AQAP), whom U.S. President Barack Obama has described as the group "most active in plotting against our homeland". Desperate to prevent AQAP from planning more attacks like its attempt to blow up a U.S. airliner in Dec. 2009, Washington has used drones to strike and kill group members and leaders. But analysts say drone strikes do only limited harm to AQAP.


Putin lets Russian airlines hire foreign pilots

The law signing comes five months after 50 people were killed in the crash of a Tatarstaapriln Airlines jet, blamed on pilot error, which highlighted concerns that Russia does not have enough pilots to meet growing demand. "The (new) federal law is designed to liquidate the deficit of commanders to civilian aircraft," the Kremlin said in a statement. It said the law would allow airlines to hire foreign pilots over the next five years, indicating that no new foreign pilots could be hired after April 2019 but those already employed in Russia could remain.




Kenya's Rita Jeptoo retains Boston Marathon title

BOSTON (Reuters) - Kenya's Rita Jeptoo broke a 12-year course record as she successfully defended her women's Boston Marathon title on Monday. Jeptoo pulled away from a pack of rivals that included U.S. runner Shalane Flanagan, who had led the women's group for the first 20 miles of the 26.2-mile race, setting a blistering pace at the first running of the Boston Marathon since last year's fatal bombing attack. The previous women's record for the course was a time of 2:20:43 set in 2002 by Margaret Okayno of Kenya. Jeptoo finished with an unofficial time of two hours, 18 minutes and 57 seconds. ...


Bodyguard of singer Chris Brown found guilty of assault

R&B singer Brown leaves court in WashingtonBy Tom Ramstack WASHINGTON (Reuters) - A judge on Monday found the bodyguard of singer Chris Brown guilty of assaulting a man outside a Washington hotel last October in a judgment likely to influence the trial of the R&B artist on the same charge. Brown and his bodyguard, Christopher Hollosy, were arrested after both men allegedly punched the man, who was taking a photo without their permission. Brown's trial for misdemeanor assault started on Monday minutes after District of Columbia Superior Court Judge Patricia Wynn announced the guilty verdict for Hollosy. During Hollosy's trial, prosecution witnesses testified that on October 27, 2013 Brown punched 20-year-old Parker Adams, who then raised his hands, they said, in a defensive posture.




Two killed in Bengal blast, incident under EC scanner

Kolkata, April 21 (IANS) Two people died after some explosives kept inside a room went off Monday in West Bengal's Birbhum district, police said. The incident has come under the Election Commission's scanner. The incident happened in Kushumgaria village, in Labhpur, of the district. According to state chief electoral officer Sunil Gupta, further investigation is on.
