Three men were were arrested for the crime in Uttar Pradesh that underscored the enduring culture of sexual assault in India and the capacity for appalling violence between Hindu castes. One of Modi's biggest challenges will be making a break from the ineffectual responses of governments to heinous crimes like this and the gang rape and murder in December 2012 of a young woman in the capital, which provoked a rash of street protests, much of it over the authorities' apparent indifference. "When these incidents occur, like the one in Delhi in 2012, there is public outrage," said Meenakshi Ganguly, South Asia director of Human Rights Watch.




Police fire water cannon at rape protesters in Lucknow

Workers from Prime Minister Narendra Modi's Bharatiya Janata Party (BJP) clashed with police in Uttar Pradesh on Monday over the rape and hanging of two girls last week that have sparked an international outcry. Police used water cannon to disperse protesters when they tried to march on the office of Chief Minister Akhilesh Yadav in capital Lucknow. Yadav is from the regional Samajwadi Party that suffered heavy losses to Modi's BJP in the recent general election. State governments are responsible for law enforcement in India.


France arrests four over suspected Syria jihadist ring

French police arrested four people on Monday suspected of having helped recruit volunteers for radical Islamist networks in Syria, Interior Minister Bernard Cazeneuve said. European governments increasingly worry that citizens, often from a Muslim immigrant background, going to fight in Syria's civil war will import Islamist militancy upon their return. Monday's arrests came a day after prosecutors said a 29-year-old Frenchman thought to have returned recently from fighting with Islamist insurgents in Syria had been arrested over the May 24 killing of three people at Brussels' Jewish Museum. However, there was no suggestion of a direct link between the arrest of Mehdi Nemmouche after a random check in the southern city of Marseille on Friday and the four new ones.


South Korea polls widely seen as vote on handling of ferry disaster

By James Pearson and Ju-min Park SEOUL (Reuters) - South Koreans elect new local representatives on Wednesday in elections widely seen as a barometer of President Park Geun-hye's response to a ferry disaster in April that killed more than 300 people, most of them children from the same school. The sinking of the Sewol has sidelined traditional campaign issues such as jobs, education and welfare, and instead focused voter attention on a fierce national debate over the government's failure to enforce oversight on safety. Opposition candidates look set to win key mayoral races in Seoul, neighbouring Incheon and Busan in the southeast, but Park's ruling conservative Saenuri Party is unlikely to suffer landslide defeats. Polls by Gallup Korea in late May suggested more than 40 percent of voters still supported the Saenuri Party, while only 28 percent said they supported the main opposition party.


Philippines arrests Muslim rebel over killing of U.S. troops

Philippine security forces have arrested a Muslim rebel responsible for the death of two U.S. servicemen in a September 2009 roadside bombing on the remote southern island of Jolo, a police general said on Monday. Jolo is the hotbed of Muslim rebels and al Qaeda-linked Islamist militants. Dozens of U.S. troops are still deployed there to train and advise Filipino troops in fighting the small but violent Abu Sayyaf group. A team of policemen and soldiers surprised Miraji Bairullah, also known as Mahang, in his hideout on Sunday morning outside the town of Indanan on the island, said Benjamin Magalong, head of a police criminal investigation and detection group.


Afghan government protests against U.S. deal to free Taliban prisoners

The five prisoners were flown to Qatar on Sunday as part of the agreement to release Army Sergeant Bowe Bergdahl, the only known U.S. prisoner of war in Afghanistan, held captive for five years.
