Demonstrators hold placards with an image of missing cartoonist and columnist Prageeth Eknaligoda during a protest in front of the United Nations head office in ColomboBy Shihar Aneez and Ranga Sirilal COLOMBO (Reuters) - Sri Lankan police have detained 11 people, most of them soldiers or former soldiers, in a widening probe into the disappearance of a cartoonist that has become a test case of the new government's resolve to address human rights abuses. Prageeth Eknaligoda, a fierce critic of former president Mahinda Rajapakse, went missing near Colombo more than five years ago, triggering allegations from his wife and rights activists that he had been abducted by government agents. At the time of his disappearance in January 2010, Eknaligoda was working on a story on the alleged use of cluster bombs by Sri Lanka's military in the final months of the war against the Liberation Tigers of Tamil Eelam, his colleagues said.

Myanmar's reformist law used to stifle dissent
9:22:19 AM

Myanmar's President Thein Sein gives an opening speech at meeting with ethnic rebel groups to discuss a nationwide ceasefire agreement in NaypyitawBy Timothy Mclaughlin YANGON (Reuters) - Last week's arrest of an NGO worker in Myanmar for a Facebook post is raising fears that legislation drawn up as part of the country's economic and democratic liberalisation are being used to stifle dissent in ways reminiscent of laws drafted by the former military junta. Myanmar only began to regain its freedoms of expression from 2011 after 49 years of military rule, and critics fear the arrest of Patrick Kum Jaa Lee for commenting on a picture showing a foot standing on a photo of commander-in-chief Min Aung Hlaing is a worrying backward step.

"Lawless" Papua New Guinea says to begin resettling asylum seekers from Australian camp
8:11:44 AM
By Matt Siegel SYDNEY (Reuters) - Australia welcomed a pledge by Papua New Guinea to begin resettling refugees from an Australian immigration detention centre, despite questions about how their safety would be guaranteed in one of the region's most dangerous countries. Papua New Guinea, which Australia says suffers from a "general atmosphere of lawlessness", has not resettled anyone in the three years it has hosted the centre and it says those who are resettled will face waits of up to eight years before obtaining citizenship. Asylum seekers are a hot political issue in Australia and successive governments have vowed to stop them reaching the mainland, sending those intercepted on unsafe boats to camps on Manus island in Papua New Guinea and Nauru in the South Pacific.

Former FIFA official Champagne speaks during a Reuters interview in ZurichBy Brian Homewood ZURICH (Reuters) - Alarmed at the financial gulf between soccer's haves and have-nots, FIFA presidential candidate Jerome Champagne says a more even distribution of riches will be a priority if he wins election in February. "The national team of Papua New Guinea plays only two matches a year because they cannot afford the plane tickets.

"This protest may appear to be about tuition fees but what lies beneath is poverty, unemployment, tardy and uncaring service delivery, broken promises and the denial of opportunity," said Gary van Staden, an analyst at NKC African Economics.
