| Ethics watchdog recommends nine-year ban for FIFA's Valcke | |  FIFA's ethics watchdog has recommended a nine-year ban for secretary-general Jerome Valcke over World Cup ticket selling accusations, one of many corruption allegations involving officials at soccer's crisis-plagued governing body. Cornel Borbely, chief investigator for FIFA's independent ethics committee, also requested that the Valcke be fined 100,000 Swiss francs after completing an investigation into the Frenchman's conduct, the watchdog said in a statement. Valcke was suspended for 90 days on Oct. 8 - a move almost overlooked amid the fall of veteran president Sepp Blatter and the charging of 41 people, including top FIFA officials, by U.S prosecutors worldwide for offences including corruption, fraud and money laundering.

The disappearances and China's continued silence have stoked fears of mainland Chinese authorities using shadowy tactics that erode the "one country, two systems" formula under which Hong Kong has been governed since its return to China in 1997.

Iraqi Shi'ites protesting the Jan. 2 execution of Saudi Shi'ite cleric Nimr al-Nimr separately marched in Baghdad and southern cities, while a powerful Iranian-backed Shi'ite militia group pressured the government to sever ties with Riyadh. Iraq's Interior Ministry confirmed the attacks on Sunni mosques late Sunday in Hilla, around 100 km (60 miles) south of Baghdad.

Speaking at the air base, Parrikar declined to say definitively that no more militants were at large until the four-day-old operation to clear the facility was over. While praising Indian security forces for eliminating the attackers, Parrikar also alluded to "some gaps" in security that allowed the attackers to reach the base in the northwestern state of Punjab.

| Suspected arsonist held in China after bus fire kills 17 | |  Chinese police arrested a man suspected of starting a bus fire on Tuesday that killed 17 people, state media reported. Bus fires are not uncommon in China, where regulators have blamed some recent blazes on flawed auto design. Flames engulfed the bus in front of a furniture store in the northern region of Ningxia.
