Witnesses told local media that the Somali immigrant, identified as Abdirahman Abdi, 37, was beaten by Ottawa police officers. While incidents of this type are rare in Canada, they are not unheard of and the death echoed similar events in the United States where allegations of police brutality and racial bias have sparked protests.

The commission on Wednesday gave Poland three months to boost the powers of its constitutional tribunal, the next step in a procedure that could lead to the suspension of Warsaw's EU voting rights and the freezing of its EU funds. "This process is wholly outside the EU treaty," PiS leader Jaroslaw Kaczynski told Germany's Bild newspaper in an interview.

Australia' Northern Territory on Wednesday suspended the use of hoods and restraints on children after the broadcasting of CCTV footage showing guards at a juvenile detention centre teargassing aboriginal inmates and strapping a half-naked, hooded boy to a chair. Australian Prime Minister Malcolm Turnbull has ordered a Royal Commission in the treatment of children in the detention centre, the most powerful inquiry in the country, rejecting calls for a national inquiry.

"Russia, if you're listening, I hope you're able to find the 30,000 emails that are missing," Trump, the Republican presidential nominee, told reporters. Trump made the remark at a testy news conference at his Doral golf resort in Florida that allowed him to steal some of the limelight from the Philadelphia convention where Clinton on Thursday will accept the Democratic presidential nomination for the Nov. 8 election.

"Our nation, it is just too great to put it in the hands of a slick-talking, empty-promising, self-promoting, one-man wrecking crew," Kaine said in a keynote speech to the Democratic Party convention in Philadelphia. Democratic presidential nominee Hillary Clinton chose Kaine of Virginia, as her running mate last week, opting for a partner at the Nov. 8 election who has wide experience in public service to draw a contrast with Trump who has never been elected to office.




German police arrest Algerian suspect who yelled 'I'll blow you up'

German police on Wednesday arrested a 19-year-old Algerian refugee who had fled a psychiatric facility earlier in the day yelling, "I'll blow you up," ending the latest in a string of incidents that have set the country's nerves on edge. German federal police arrested the asylum-seeker at the Bremen main train station after an hours-long manhunt that prompted the evacuation of a Bremen shopping centre, according to police in the neighbouring state of Lower Saxony. Police said that when the man was in custody this past weekend for several thefts, he had sympathised with Islamic State and a gunman who killed nine people at a shopping centre in Munich last Friday.

Police in Bremen, Germany, on Wednesday hunted for a 19-year-old Algerian refugee who had fled a psychiatric facility earlier in the day yelling, "I'll blow you up," but said they had no evidence he had any violent plans or ties to Islamist groups. Police said that when the man was in custody this past weekend for several thefts, he had sympathised with Islamic State and a gunman who killed nine people at a shopping centre in Munich last Friday. It was the latest incident to cause jitters in Germany after a spate of attacks that have claimed 15 lives since July 18, including those of four attackers.

Gulen, who lives in self-imposed exile in Pennsylvania but whose movement has a wide following in Turkey where it runs a large network of schools, has denied any involvement in the failed putsch. Western governments and human rights groups, while condemning the abortive coup in which at least 246 people were killed and more than 2,000 injured, have expressed concern over the extent of the crackdown, suggesting President Tayyip Erdogan may be using it to stifle dissent and tighten his grip on power.
