Disputes over illegal fishing are an irritant in relations between China and U.S. ally South Korea, even as their economic relations grow close. South Korea's Ministry of Public Safety and Security, which oversees the coast guard, said one of its patrol boats sank last week during an operation to crack down on a group of Chinese vessels fishing illegally off the Korean peninsula's west coast. |
| U.N. chief: little action on South Sudan pledge to allow more peacekeepers | |  By Michelle Nichols UNITED NATIONS (Reuters) - A pledge by South Sudan's government to allow the deployment of more U.N. peacekeepers and to improve access for U.N. troops already on the ground in a bid to avoid an arms embargo is yet to translate into action, U.N. chief Ban Ki-moon said on Monday. President Salva Kiir agreed during a U.N. Security Council visit to South Sudan last month to accept 4,000 extra peacekeepers and to allow some 12,000 peacekeepers already on the ground to move around freely in order to protect civilians.

| Australian parliament rejects bill for same-sex marriage vote | |  By Colin Packham SYDNEY (Reuters) - Same-sex marriage will likely be delayed for at least three years in Australia after the opposition Labor party said on Tuesday it would not support a national vote, dealing another potential blow to Prime Minister Malcolm Turnbull. Australia's centre-right coalition government introduced legislation to parliament last month to hold a public vote in February 2017 on whether to legalise same-sex unions. The bill required the support of some opposition lawmakers because Prime Minister Malcolm Turnbull's Liberal-National coalition has only a one-vote majority in the lower house of parliament and does not have a majority in the upper house.

| Singapore orders Falcon Bank unit to shut down, fines DBS and UBS | |  Singapore directed Swiss wealth manager Falcon Private Bank Ltd to cease operations in the city-state and fined top local lender DBS Bank and UBS AG over lapses in its biggest crackdown on entities dealing with Malaysian sovereign fund 1MDB. The moves come after the Monetary Authority of Singapore (MAS) announced the shutdown of Swiss private bank BSI's local unit in May. It subsequently charged people in connection with the probe and froze assets linked to 1MDB. BSI was the first bank to be ordered shut in Singapore since 1984.

| Colombia's Uribe presents proposals for peace accord changes | |  Colombia's former President Alvaro Uribe on Monday proposed that leaders of the Marxist FARC rebel group lose their freedom for at least five years and they would be banned from elected office as part of changes to a peace deal between the government and the insurgents. Uribe, now a popular opposition senator, led the group of Colombians that narrowly rejected a peace deal with the Revolutionary Armed Forces of Colombia (FARC) in a plebiscite last week, throwing a long negotiation to end the 52-year war into limbo. Representatives of those who voted "No" presented the government with the first in a series of changes they want implemented in the accord which was signed on Sept. 26 by President Juan Manuel Santos and FARC leader Rodrigo Londono, better known by his nom de guerre Timochenko.

| | Police killed at least two suspected drug traffickers on Monday during a day-long shootout in the hills overlooking one of Rio de Janeiro's wealthiest districts, the latest in a wave of violent clashes that elsewhere in the city caused 8,000 children to miss school. The shootout, in the Pavão-Pavãozinho slum above the beachside neighbourhoods of Ipanema and Copacabana, highlighted what many Rio residents fear is a sharp decline in security just two months after the city hosted the Olympics and as public security budgets have been slashed because of Brazil's worst recession in nearly a century. After several weeks of confrontations between police and suspected criminals, the neighbourhood erupted early on Monday in shooting that lasted until late afternoon. |
