Proposition 64 would impose state taxes on the cultivation and sale of marijuana. Economists warn that burdensome taxes and fees on the nascent industry could backfire, fueling the black market and pushing marijuana businesses to decamp for towns where it's cheaper to operate.

 By Keith Coffman DENVER (Reuters) - A federal judge in Colorado blocked enforcement of a 19th-century state law that bans voters from showing a completed ballot to others, the latest in a flurry of mixed legal rulings on whether to restrict election "selfies" on social media. U.S. District Judge Christine Arguello in Denver issued a preliminary injunction against an 1891 Colorado statute that makes it a misdemeanor offense to reveal the contents of one's ballot. "By issuing an injunction in this case, Coloradans get what they are entitled to - clarity on an issue that implicates fundamental constitutional rights," Arguella wrote in her 26-page ruling.

 By Venus Wu HONG KONG (Reuters) - China's top parliamentary panel will discuss Hong Kong's mini-constitution and how it should be interpreted, the Chinese-ruled city government said on Friday, to try to end a crisis over a fledgling independence movement but raising fears of legal interference. The Hong Kong government confirmed that the Standing Committee of China's National People's Congress would consider provisions of Hong Kong's Basic Law related to political allegiance this weekend.

| A federal jury on Friday found Rolling Stone magazine liable of defaming a University of Virginia administrator by publishing a story it later retracted about an alleged gang rape at the school. The decision followed a three-week trial in U.S. District Court in Charlottesville, Virginia, where the administrator, Nicole Eramo, sued the magazine, owner Wenner Media and reporter Sabrina Erdely for $7.9 million. Erdely was found liable of actual malice, a key element in libel law, in six statements in the November 2014 story, "A Rape on Campus." Rolling Stone and Wenner Media were each found liable of actual malice in three statements, according to court documents. |
| Chelsea Manning attempted suicide second time in prison, attorney says |

 U.S. Army soldier Chelsea Manning, who is serving 35 years in prison for passing classified files to WikiLeaks, attempted suicide last month for the second time, her attorney said on Friday. Manning attempted suicide on Oct. 4, at the start of her stay in solitary confinement for attempting suicide the first time in July, said lawyer Chase Strangio, from the American Civil Liberties Union.
