Manhunt underway after 39 killed in Istanbul nightclub gun attack

People flee from a nightclub where a gun attack took   place during a New Year party in IstanbulBy Humeyra Pamuk and Nick Tattersall ISTANBUL (Reuters) - Police in Istanbul launched a manhunt on Sunday for a gunman who killed at least 39 people, many of them foreigners, at a nightclub packed with New Year's revellers, in an attack officials described as a terrorist act. Turkish Interior Minister Suleyman Soylu said 15 or 16 of those killed were foreigners but that only 21 of the bodies had so far been identified. The attack again shook Turkey as it tries to recover from a failed July coup and a series of deadly bombings in cities including Istanbul and the capital Ankara, some blamed on Islamic State and others claimed by Kurdish militants.

U.S. judge blocks transgender, abortion-related Obamacare protections

A federal judge in Texas on Saturday issued a court order barring enforcement of an Obama administration policy seeking to extend anti-discrimination protections under the Affordable Care Act to transgender health and abortion-related services. The decision sides with Texas, seven other states and three Christian-affiliated healthcare groups challenging a rule that, according to the judge, defines sex bias to include "discrimination on the basis of gender identity and termination of pregnancy." In granting an injunction one day before the new policy was to take effect, U.S. District Judge Reed O'Connor held that it violates the Administrative Procedure Act, a federal law governing rule-making practices.

In remarks to reporters upon entering a New Year's Eve celebration at his Mar-a-Lago estate, Trump said, "We'll see," when pressed on whether he would meet Tsai Ing-wen, Taiwan's president if she were to be in the United States at any point after he becomes president. Taiwan's president will be in transit in Houston on Jan. 7 and again will be in transit in San Francisco on Jan. 13.

"This afternoon the president was briefed by his national security team on the attack in Istanbul," White House spokesman Eric Schultz said in a statement. "The president expressed condolences for the innocent lives lost, directed his team to offer appropriate assistance to the Turkish authorities, as necessary, and keep him updated as warranted." Obama is on vacation in Hawaii.

Venezuela ex-opposition governor says released from house arrest

Venezuelan authorities on Saturday released former opposition governor and presidential candidate Manuel Rosales from house arrest and freed five lesser-known anti-government activists from prison, Rosales said via Twitter. Rosales was jailed in 2015 upon his return to Venezuela from Peru, where he fled six years earlier after being charged with illicit enrichment by the government of late socialist leader Hugo Chavez. "I inform the people of Venezuela that I have been freed along with other political prisoners," Rosales wrote.
