Hong Kong's 'bow tie Tsang' denies graft related to China penthouse

Former Hong Kong Chief Executive Donald Tsang arrives   at the High Court to face trial in Hong KongBy Venus Wu HONG KONG (Reuters) - Former Hong Kong leader Donald Tsang, the highest-ranking ex-official to be charged in the city's history, on Tuesday denied bribery related to the decoration of a luxury penthouse in the neighbouring Chinese city of Shenzhen. Tsang, 72, pleaded not guilty to one count of "Chief Executive accepting an advantage" and another of misconduct in public office in the high court. The charges allege Tsang accepted refurbishment and redecoration work on the three-storey penthouse in Shenzhen that he'd rented from the Shenzhen East Pacific Group, owned by property tycoon Bill Wong Cho-bau.




U.S. House Republicans weaken ethics body as they return to Congress

By Andy Sullivan WASHINGTON (Reuters) - Republicans in the U.S. House of Representatives agreed on Monday to weaken a nonpartisan ethics watchdog on the grounds it had grown too intrusive, prompting Democrats to charge they were scaling back independent oversight ahead of a new legislative session. As they returned to Washington following a holiday break, House Republicans voted in a closed-door meeting to place the Office of Congressional Ethics under the oversight of the House Ethics Committee, giving lawmakers greater control over an independent body charged with investigating their behavior. The ethics office was created in 2008 following several corruption scandals, but some lawmakers have charged in recent years that it has been too quick to investigate complaints lodged by outside partisan groups.

Dozens of start-up firms are developing techniques - from deploying birds of prey to firing gas through a bazooka - to take on unmanned aerial vehicles (UAVs) that are being used to smuggle drugs, drop bombs, spy on enemy lines or buzz public spaces. The arms race is fed in part by the slow pace of government regulation for drones.

(Reuters) - A U.S. judge on Monday ruled Dylann Roof was mentally fit to serve as his own lawyer in the penalty phase of his trial, when a jury will decide whether to sentence him to be executed for the 2015 massacre at a South Carolina church. Roof, 22, an avowed white supremacist, was found guilty in December on all federal charges in the shooting deaths of nine black parishioners at Emanuel African Methodist Episcopal Church in South Carolina in 2015. The shooting where Roof had waited for members of a Bible study group to close their eyes in prayer before opening fire sent shockwaves across the United States.

Part of a police statement issued after the questioning ended said that "investigators questioned PM Benjamin Netanyahu under caution on suspicion of receiving benefits." No additional details were initially given. The move to question the Israeli leader was authorised by Attorney General Avichai Mandelblit, who decided after a preliminary inquiry that there was enough evidence to open a criminal investigation.

Sergio Fontes, the security chief for Amazonas state, told reporters several decapitated bodies were thrown over the wall of the prison in the Amazon city of Manaus, with most of those killed coming from the Sao Paulo-based First Capital Command (PCC) drug gang. "This was another chapter in the silent and ruthless war of drug trafficking," he said.

At least four other attacks across Baghdad, some also claimed by Islamic State, killed nine more people earlier in the day, bringing the total death toll from bombings in the capital over the past three days to more than 60.




Murders in notoriously violent El Salvador drop 20 percent in 2016 - police

Murders in El Salvador fell by more than a fifth in 2016 after soaring to one of the highest rates anywhere around the globe the previous year, police data in the Central American nation showed on Monday. National police chief Howard Cotto said steps taken by the government to combat El Salvador's violent street gangs, known as Maras, helped to cut the homicide total by 1,378 from the previous year to 5,278, a decline of 20.7 percent. The wave of killings in El Salvador in 2015 pushed the murder rate above 100 for every 100,000 inhabitants, probably the highest in the world for a country not at war.

Chung is being held in Denmark after police there arrested her on Sunday in the northern city of Aalborg. Denmark's public prosecutor said on Monday that Chung will remain in custody for four weeks after having been charged with committing economic crime in South Korea.

"Chicago murder rate is record setting - 4,331 shooting victims with 762 murders in 2016.

The case highlights the continuing influence in Pakistan of Muslim hardliners who praise violence in the name of defending Islam, despite a government vow to crack down on religious extremism. The hardliners have called for mass protests if police do not charge activist Shaan Taseer with blasphemy against Islam - a crime punishable by death.

Italy's largest opposition group presents itself as a squeaky-clean counterweight to mainstream parties, which have repeatedly come under corruption probes for almost 25 years. Critics said founder Beppe Grillo was softening his stance now that the movement had taken charge of large towns and cities and was running into legal difficulties.
