|  A senior official in Rousseff's cabinet said the "positive" dialogue with the Senate leader was designed to counter the aggressive opposition of the speaker of the lower chamber, Eduardo Cunha, since his recent defection to the other side of the floor. "Many of Renan's proposals fully coincide with our own," Rousseff said during an event on energy investments. "They show on the part of the Senate an inclination to help Brazil find a way out of its difficulties as fast as possible." Cunha reacted angrily to the Senate agenda and said any attempt to isolate the lower chamber countered the constitution.

(Reuters) - St. Louis County Police released a video on Tuesday that they said shows a suspect, who has been accused of firing on police, drawing a pistol from his pants during protests in strife-torn Ferguson, Missouri. Tyrone Harris, 18, was shot by police and is in critical condition. The incident occurred on Sunday in the St. Louis suburb where largely peaceful demonstrations over police shootings of unarmed black men have been punctuated by violence.

|  Police raided the Hong Kong offices of taxi-hailing service Uber Inc on Tuesday and arrested five drivers for the "illegal use of vehicles for hire", police said. A Hong Kong police senior inspector, Bruce Hung, said undercover police officers had used a mobile phone app to hail five cars and arrested the drivers after being driven to their destinations. Harold Li, Uber spokesman for North Asia, said Uber stood by its "driver-partners 100 percent" and welcomed the chance to work with authorities "towards updated regulations that put the safety and interests of riders and drivers first".

| Jailed Venezuela opposition ex-mayor granted house arrest | |  By Girish Gupta CARACAS (Reuters) - Daniel Ceballos, a jailed former mayor of Venezuela's western city of San Cristobal, has been granted house arrest due to health issues, the public prosecutor's office said on Tuesday. Ceballos had stopped eating in part to seek the release of jailed politicians including opposition heavyweight Leopoldo Lopez, who was detained on similar charges a month before him. Another jailed former opposition mayor, Antonio Ledezma, was in April granted house arrest due to medical problems.

| Egypt military court sentences 253 to life in prison in absentia - MENA | | | An Egyptian military court sentenced 253 people to life in prison in absentia and 203 others to shorter prison terms on Tuesday for destroying public buildings in 2013, the country's state news agency said. The state news agency did not specify the identities of the individuals in the two cases, but verdicts in a slew of mass trials of Muslim Brotherhood members and people accused of links to the outlawed group have drawn international criticism of Egypt's judicial system and human rights record. President Mohamed Mursi was ousted in 2013 and sentenced to death in June over a mass jail break during the country's 2011 uprising. The Alexandria military court on Tuesday charged the defendants with burning and raiding a police station and a government building in Beheira, a governorate northwest of Cairo that straddles the Nile Delta. |
| U.N. troops killed two, raped girl in Central African Republic - Amnesty | | | Amnesty International on Tuesday accused United Nations peacekeepers of raping a 12-year-old girl and killing a boy and his father during an operation in Central African Republic's capital Bangui earlier this month. The U.N. mission, set up to maintain stability as the country struggles to emerge from two years of inter-religious violence, was already facing allegations of abuse, as are French soldiers and a previous African peacekeeping force. The incidents evoked by Amnesty occurred on Aug. 2 and 3 following an armed clash between soldiers from the MINUSCA mission and residents of Bangui's PK5 Muslim enclave in which one Cameroonian soldier was killed and nine others were injured. |
| Dutch prosecutors - fragments from MH17 site may be from Russian-made missile | |  By Toby Sterling AMSTERDAM (Reuters) - Some of the debris recovered from the crash site of Malaysia Airlines flight MH17 in eastern Ukraine may be fragments of a Russian-made missile system, Dutch prosecutors leading an international investigation said on Tuesday. MH17 crashed over territory held by pro-Russian rebels in July 2014, killing all 298 aboard, who were mostly Dutch citizens. "The Joint Investigation Team (JIT) investigates several parts, possibly originating from a Buk surface-air-missile system," a statement from prosecutors said.

| Iraq parliament votes to transform ruling system in boost for Abadi | |  By Saif Hameed and Ahmed Rasheed BAGHDAD (Reuters) - Iraq's parliament voted unanimously on Tuesday for the biggest shakeup in its governing system since the U.S. military occupation, eliminating entire layers of government and giving Prime Minister Haider al-Abadi new powers. Abadi has sought to transform a system which critics said encouraged corruption and incompetence, depriving Iraqis of basic services while undermining government forces in the battle against Islamic State militants. Nuri al-Maliki, Abadi's predecessor, will lose the job of vice president he had held since stepping down as prime minister in 2014 after eight often divisive years in power.
