U.S. President Barack Obama takes part in a discussion on criminal justice reform at the White House in WashingtonBy Valerie Volcovici and Lawrence Hurley WASHINGTON (Reuters) - Twenty-three states said they filed a petition with a U.S. appeals court on Friday to block the Obama administration's proposal to curb carbon dioxide emissions from power plants, the centerpiece of its high-profile climate change strategy. West Virginia, Texas, Florida and Ohio were among the states challenging the Environmental Protection Agency's Clean Power Plan, saying it pushed the limits of the federal Clean Air Act. "EPA claims to have sweeping power to enact such regulations based on a rarely-used provision of the Clean Air Act but such legal authority simply does not exist," West Virginia Attorney General Patrick Morrisey said.

Syrian government troops and their allies, backed by Russian jets, launched an offensive against rebels battling to overthrow President Bashar al-Assad south of Aleppo, still home to two million people, a week ago. Turkish government and aid agency officials said there was no sign yet of people from Aleppo and surrounding areas reaching Turkey in large numbers but that it was just a matter of time.

A police officer carries an evidence bag as he leaves the crime scene after a masked man attacked people with a sword at a school in TrollhattanBy Johan Ahlander and Johan Sennero STOCKHOLM (Reuters) - A masked swordsman who killed a teaching assistant and a boy and wounded two others sought out his victims, all with immigrant backgrounds, by skin colour in an attack that has fuelled fears that a big refugee influx is polarising Swedish public opinion. The 21-year-old assailant strode on Thursday through a school in Trollhattan, an industrial town in western Sweden with a large immigrant population, stabbing his victims with the sword before being shot dead by police. "He selected his victims and attacked the dark-skinned ones and left the light-skinned ones alone." Interior Minister Anders Ygeman said record numbers of refugees had fuelled racism among a small segment of society.

A Pro-Tibet protester is escorted by a police officer as he holds up posters outside Downing Street ahead of China's President Xi Jinping visit, in central London, BritainBy Michael Holden LONDON (Reuters) - Prominent Chinese dissidents accused British police on Friday of being heavy-handed after an exiled Chinese democracy activist and two Tibetan women were arrested at a protest during President Xi Jinping's state visit to Britain. Shao Jiang, 47, was manhandled and arrested for peacefully protesting by stepping in front of Xi's motorcade on Wednesday evening ahead of a lavish London reception for the Chinese leader, according to fellow dissidents Wang Dan and Wu'er Kaixi. Shao's home was raided and his computer equipment seized, said Wang and Wu'er, who like Shao were part of the student-led democracy movement in Beijing's Tiananmen Square in 1989 which ended in a bloody crackdown by Chinese troops.

Another offensive in Hama province, southwest of Aleppo, has also displaced tens of thousands, aid workers say.

Myanmar's reformist law used to stifle dissent
10:39:44 AM

Photos of Patrick Kum Jaa Lee and his wife May Sabe Phyu are seen in their home at YangonBy Timothy Mclaughlin YANGON (Reuters) - Last week's arrest of an NGO worker in Myanmar for a Facebook post is raising fears that legislation drawn up as part of the country's economic and democratic liberalisation are being used to stifle dissent in ways reminiscent of laws drafted by the former military junta. Myanmar only began to regain its freedoms of expression from 2011 after 49 years of military rule, and critics fear the arrest of Patrick Kum Jaa Lee for commenting on a picture showing a foot standing on a photo of commander-in-chief Min Aung Hlaing is a worrying backward step.

Swedish police say sword-wielding school killer driven by racist motives

Police and SWAT cars are parked outside the house where the suspect of a school attack lives, in TrollhattanBy Johan Ahlander and Simon Johnson STOCKHOLM (Reuters) - A masked swordsman who killed a teaching assistant and a boy and wounded two others, all with immigrant backgrounds, was driven by racist motives, Swedish police said on Friday, fuelling concerns that refugee numbers were polarizing public opinion in the country. Police said all the victims were from immigrant backgrounds, and Interior Minister Anders Ygeman said record numbers of refugees had fuelled racism among a small segment of society. The attack came on the same day that the government announced up to 190,000 refugees could arrive in Sweden this year, a record number that has strained resources and seen several arson attacks on asylum seeker centres.
