The State Department has regularly issued such worldwide travel alerts since the Sept. 11, 2001, attacks on the United States. A State Department official said the latest alert, which expires Feb. 24, effectively updated past warnings.

(Reuters) - The assault of a black Oregon college student by three white students is being investigated by a police hate crime unit and comes days after Portland police received reports of racist threats on social media, authorities said on Monday. The 26-year-old black man was assaulted on Friday night by three white men near the campus pool at Lewis & Clark College in Portland, police said. "The victim told police that the suspect used racial epithets before assaulting him," Portland Police Department spokesman Pete Simpson said in a statement. |
| FBI investigates violent arrest of fan at Ole Miss football game | | | The Federal Bureau of Investigation is looking into the violent arrest of a fan at University of Mississippi football game after a video showed a security officer punching the man in the face during the arrest, school officials said Monday. The video, which went viral over the weekend, shows two security officers confronting a man in the stands at Saturday's matchup between Ole Miss and Louisiana State University at the Vaught-Hemingway Stadium in Oxford, Miss. The man is identified as Chris Barnes by his wife, Holly Barnes, who posted the video on her Facebook page. In the video, Chris Barnes is smiling during his conversation with the officers when one of them appears to punch or push him, causing him to fall down behind some nearby spectators. |

The meeting was aimed at preparing for public reaction to the video, taken by a patrol car dashboard camera. Also Monday, the Chicago Sun-Times reported that the officer will face criminal charges, citing unnamed sources.

France and Belgium have launched a manhunt following the attacks that killed 130 people, with a focus on Brussels barkeeper Salah Abdeslam, 26, who returned to the city from Paris hours after the attacks and is still at large. Abdeslam's mobile phone was detected after the attacks in the 18th district in the north of Paris, near an abandoned car that he had rented, and then later in Chatillon in the south, the source said on Monday.

Abdeslam, whose brother blew himself up in the Paris attacks, has been on the run since the assault that killed 130 people in the French capital on Nov. 13 and is the focus of a massive manhunt. French investigators initially believed Abdeslam had been in a black Seat Leon car that was used in the shootings at restaurants and cafes in the 10th and 11th districts of the capital.
