China details operating areas for foreign NGOs under new law

China's Ministry of Public Security has unveiled a list of areas where foreign non-governmental organisations (NGO) are allowed to operate, from legal advice to equality of the sexes, ahead of the enforcement of a new law. President Xi Jinping's administration has made sweeping changes to the law in the name of boosting national security, including a cyber security law passed last month and another targeting foreign NGOs, slated for Jan. 1. Potentially sensitive services such as legal aid and legal education will be allowed, but NGOs will have to be supervised by the Justice Ministry, the Public Security Ministry said on Tuesday.

Russian hackers tracked Ukrainian artillery units using Android implant - report

By Dustin Volz WASHINGTON (Reuters) - A hacking group linked to the Russian government and high-profile cyber attacks against Democrats during the U.S. presidential election likely used a malware implant on Android devices to track and target Ukrainian artillery units from late 2014 through 2016, according to a new report released Thursday. The malware was able to retrieve communications and some locational data from infected devices, intelligence that would have likely been used to strike against the artillery in support of pro-Russian separatists fighting in eastern Ukraine, the report from cyber security firm CrowdStrike found. The hacking group, known commonly as Fancy Bear or APT 28, is believed by U.S. intelligence officials to work primarily on behalf of the GRU, Russia's military intelligence agency.

Democratic Senator Jeff Jackson said the repeal effort was defeated because Republicans reneged on their deal to bring the measure to a floor vote with no strings attached.

In late 2005, explosions struck the market days before Independence Day celebrations, injuring scores of people.




Australian police say blast at Christian group's HQ not politically motivated

The 35-year-old Australian driver of the van, which was carrying gas-filled cylinders, walked into a nearby hospital suffering severe burns and was in critical condition, Australian Capital Territory Police Commander Mark Walters said. " ... As a result of our conversations with the male driver of the vehicle, we have established that the actions of this individual are not politically, religiously or ideologically motivated," Walters told reporters.

Durst, 73, whose ties to several slayings were chronicled last year in the HBO documentary "The Jinx," is charged with fatally shooting writer and longtime confidante Susan Berman in December 2000. Prosecutors say he killed her because of what she knew about the death of Durst's wife in New York two decades earlier.




China blames loss of control for Beijing minibus deaths

Beijing police on Thursday blamed poor driving for an accident in a northern part of the city, where four people were killed when a minibus drove into a market. The incident happened in mid-afternoon on Wednesday in a small town in Beijing's largely rural Changping district, where the minibus drove into an agricultural market. Police said in a short statement the driver "improperly operated" the minibus, causing it to lose control.


U.N. Security Council to vote Thursday on Israeli settlements

Egypt circulated the draft on Wednesday evening and the 15-member council is due to vote at 3 p.m. (2000 GMT) on Thursday, diplomats said. It was unclear how the United States, which has traditionally protected Israel from U.N. action, would vote. U.S. officials said this month that President Barack Obama was not expected to make major moves on Israeli-Palestinian peace before leaving office.

U.S. charges Pakistani executive in $140 million fake diploma scheme

(Reuters) - The executive of a Pakistani company was charged in a U.S. federal court on Wednesday for his part in an alleged $140 million "fake-diploma mill" scheme, the latest step in a global crackdown touched off by arrests in Pakistan last year. Umair Hamid, 30, was charged in a criminal complaint filed in federal court in Manhattan with wire fraud, conspiracy to commit wire fraud and aggravated identity theft in connection with a scam that impacted tens of thousands of consumers. Hamid, an executive at software firm Axact, was arrested on Monday, according to a statement by Manhattan U.S. Attorney Preet Bharara.

Soldiers with dogs appeared to be looking for human remains. Alejandro Gomez, the state attorney general, told Mexican television it was unclear what caused the explosions, adding he could not corroborate accounts pointing to a detonation at one stall that may have begun a chain reaction.
